In February 2023, Bayfield PACC proposed a 50/50 cost share proposal to Bluewater Council for a low cost fully fenced off-leash dog park at the Stanley Complex in Varna.
We are disappointed to report that in April 2023, Bluewater Council passed a motion to not fund dog parks in Bluewater.
Our proposal and presentation to council are public record through the Municipality, and can be found here and here.
We are continuing to work on other options for locations where dogs and their humans can socialize!
The Bayfield People and Canine Community (PACC) have partnered with the Bayfield River Valley Trail Association (BRVTA) to stress the importance of keeping dogs constrained on a leash when visiting the local trails.
A good portion of the trail system winds through private property and they would like to ensure that a good relationship continues to exist for all the interested parties.
Please be mindful of respecting the area and be sure to keep the trails clean by removing any trash or dog waste. Thank you.
Keep an eye out for our signage that encourages dog owners to keep Bayfield clean and green year ‘round. These signs will be posted intermittently to remind visitors and residents alike!

PACC has listened to the citizens of Bayfield who have expressed concern to us regarding dogs that are running at large. The Municipality does require dogs to be leashed within its boundaries and we understand that being confronted by an untethered canine can be quite an uncomfortable and unnerving experience. To this end, the PACC are launching a new sign campaign for 2022. A “sneak peek” at this new signage which will soon be placed at areas throughout the community is included with this article.

The Bayfield People and Canine Community (PACC) would like nothing better than to announce the creation of a safe and secure leash-free play area, but that day is still yet to come. Rest assured though, the work continues, and they are doubling their efforts to make that dream a reality. Their commitment to this goal is unwavering and they feel this may be an opportune time to review a bit of their history and to reflect on their activities over the last year.

“Yes folks, it’s that time of year again. The melting snow has revealed the treasures our dogs have left behind over the winter season. Of course, this could be mitigated by employing consistent scooping practices throughout the year, no matter the season. Nevertheless, let us resolve to ensure that we all move forward with the intent to keep our community clean and healthy. You will notice that we have once again placed our reminder signage throughout the village. Please take that message to heart and be sure to tell your visiting friends as well,” said Suzan Johnson, representing the Bayfield PACC.

Reed is a volunteer with a rescue agency known as “the Bruno Project”. This group has a Canadian affiliate and regularly airlifts puppies and dogs to Canada where they are taken in by foster dog parents until permanent homes can be found. In addition to arranging the immediate care that the puppies needed in St. Lucia, Reed also provided names for them, and so it came to be that little “Elijah” ultimately found his way to Waterloo where he was placed with a foster family.
